2016 SPOKANE LILAC FESTIVAL EXECUTIVE BOARD
Richard Logerwell - President 2016 Richard is affectionately referred to as “Head Float Toad” at the Spokane Lilac Festival but this year he will add a new title: President. This is his seventh year working with the Float Toads, leading construction and the driving team of our award-winning float year after year. In 2014 the float team was honored to receive several awards from Inland Northwest community festivals. Richard has volunteered with the Festival since 2007. He was born in Portland, Oregon. His 2016 theme is "Lilacs in Wonderland."
Michael Cressey - Immediate Past President 2015 Michael has been a Spokane Lilac Festival Director and member of the Corporate Development Committee since 2010. Last year, Mike was honored to be selected as President for the 2015 Spokane Lilac Festival year. During the day, Mike works as a private practice attorney with offices in Spokane and San Diego, California. His practice includes representation on labor and employment related matters, commercial litigation, professional liability and commercial transactions in Washington and California since 1984. He has been a member of several committees of the Washington State Bar Association including the Pro Bono Legal Aid Committee and was voted the Spokane County Bar Association Housing Justice Project Volunteer Lawyer of the Year in 2007. He is a former Chairmen of Our Lady of Fatima Pastoral Council, a member of the Knights of Columbus, and a volunteer with WayFind, providing pro bono legal services to non-profit community organizations throughout Washington. He is married to Mary H. Cressey (SLF Director) and is the father of Meg Cressey (Royalty, 2010, UW alumni, 2014) and Matt Cressey (WSU Cougar).
Arne Weinman - Treasurer 2016 Arne is a retired Colonel of the USAF and served as Commander of the 92nd Bombardment Wing, Fairchild AFB (1989-1991). Arne was also a Command Pilot (B-52D,F,G,H, KC-135, C-130, T-39, T-38, T-37.), and graduated from the Armed Forces Staff College, National War College, USAF War College, USAF Institute of Technology, BS United States Air Force Academy, Associate Degree in Electronic Design, DeVry Technical Institute, as well as a Masters Degree in Logistics Management. From 1991- 2013, Arne served as President of First Team Construction, Inc., residential and commercial remodeling, spec and custom home builder and also as past President of the Spokane, WA Homebuilders Association (2001). In 2010, Arne served as President of the Spokane Lilac Festival Association, and is currently serving as Treasurer. He is also the Past President and one of the founding officers of Honor Point Military and the Aerospace Museum Society (1991-2008). His contributions to the festival are invaluable and his dedication over the years has ensured financial stability to the festival through the setting up of the endowment fund. Arne and his wife, Kathy just welcomed their first grandchild, Carter Lee, in September of 2014.

Lon Gibby - Vice President of Communications/Media 2016 Lon and Mary Ann Gibby have 5 children and 13 Grandchildren. Lon has 35 years of experience in video, film, marketing, and media software development. He is the CEO and President of Gibby Media Group, Inc. Lon graduated from Brigham Young University in 1977 in Broadcasting and Cinematography. He has won numerous National industry awards and has been written up in the Wall Street Journal, appeared on national TV news, including Entertainment Tonight. Lon serves as VP of Marketing for the Inland Northwest Council, Boy Scouts of America and is also a BSA Western Region area one VP. He is a Fairchild Air Force base honorary commander (Eagle) and is an honorary member of the Red River Valley Fighter Pilots Association. His company donates professional services to the Spokane Guild School. He is a board member and past President of Merry Glen Group home for the disabled.
Roy Caligan - VP Community/Military Affairs (CMAC) 2016 Roy is a lifelong educator with over 22 years experience teaching in the aviation science field as an aviation instructor and university faculty member. Part of that time was spent working with the United States Air Force in a military and civilian capacity as an operations officer, aviation safety program manager, and Air Force Aero Club manager. Roy and his wife, Stacy Clements, met when they were stationed in Korea, and their Air Force adventures brought them to Spokane in 2011. Since then, Roy has become a member of the Spokane Falls Community Band and is currently earning a Doctorate of Education degree from Washington State University. Roy continues to serve students as the Assistant Director of General Undergraduate Academic Advising at Eastern Washington University. Roy is a native of New Orleans, Louisiana. He and Stacy have one daughter, Rebecca.

Float Committee 2016 Although there is no VP of Float in 2016, the float crew will be governed by President Richard Logerwell, who is affectionately referred to as the “Head Float Toad.” This is his seventh year working with the Float Toads, leading construction and the driving team of our award-winning float year after year. In 2014 the float team was honored to receive several awards from Inland Northwest community festivals.
Joan Petow Past Co-President 2014/Co-VP of Hosting 2016 Joan has been a Spokane Lilac Festival Director since 2007, serving on the Royalty, Hosting Committees and Corporate Team and Co-President 2014. She was chairman of two successful auctions raising funds for the Festival. She is a Registered Nurse, having worked at Deaconess Hospital (15 years), Valley Medical Center (11 years) & Northwest Orthopedic Specialists (20 years). Joan is currently semi-retired, working on call at Northwest Orthopaedic Specialists. She is a member of the National Association of Orthopedic Nurses (NAON) and past president of the Inland Northwest Chapter of NAON. Joan is an active member of Valley Fourth Memorial Church and is originally from Tekoa, Washington.
Cecelia Stephens Past President 2008/Past Co-President 2014/Co-VP of Hosting 2016 Cecelia is a retired educator from Central Valley School District in the Spokane Valley where she was also the assistant cheerleader advisor at University High School for eight years. She has served as a chaperone in the Spokane Lilac Festival for nine years, Vice President of Royalty for two years, President Elect, 2008/2014 President, and Vice President of Hosting in 2009/2010 & 2014. Cecelia grew up in Bonners Ferry, Idaho and has been married to her husband Mike for 46 years. Their family includes their son and daughter with their spouses and grandchildren ages 15, 13, 8, 6, 3 and 1. Being a grandparent is a true joy in Cecelia’s life.
Cindy Zapotocky - Vice President of Membership 2016/Co-President Elect 2017 Cindy was born in the small logging town of Shelton near Olympia, to her teacher parents. (Both graduated from WSU, as did Cindy and her sister–GO COUGS!!!) Cindy met husband John–a surfer and Navy man–in Honolulu, Hawaii where he was born and raised. Married in 1971, they both graduated from the University of Hawaii with master’s degrees–his in business, her’s in secondary education. They have four grown sons. Cindy taught in Hawaii’s schools and was president of the Hawaii Art Educator’s Association. She has volunteered in school-supporting organizations, Youth Baseball and Boy Scouts and has sat on the boards of the Spokane College Women’s Association and the Spokane County Republican Party. She is greatly enjoying her fellow talented and hardworking Lilac Festival Directors, and whole heartedly shares their commitment to showcase the military, youth and the community of Spokane.
Karen Montague - Vice President of Merchandising 2016/Co-President Elect 2017 Karen was born & raised in Spokane and Lilac has been part of Karen’s life for what seems like forever. Marching with band in both grade school & junior high and then with the Roger’s Pirates drill team throughout high school. Karen was asked to be a judge in 2011 and joined the Festival in 2012 as a Director. In 2013, she took on the duties of Co-VP of Marketing/Merchandising. She has worked for Visit Spokane as a Senior Travel Counselor for the past 17 years, a job that is a fit for her as she loves Spokane and all it has to offer. She is married and is mom to Gunner, her black Lab.
